Subject: #3207: Starter/solenoid problem?

I have an 1990 Evinrude 175xp. When I start the engine the starter only engages for a second or two. Sometimes this is enough to start the engine when it's warm. When it is cold it takes many attempts to start before it will fire. Engind runs fine. I have replace the starter but the result is the same. Any help is appreciated.
Sounds like it can't carry the amps....
